A woman guest, challenged by the same North Korean official, said she had only taken photos of the lobby and refused to show her phone.

The behaviour of the media workers and of North Korean security guards, who later accosted tourists taking photos, offered a glimpse into how isolated, tightly regimented North Korea works, just as Tuesday's summit raises the prospect, perhaps still distant, that it might be about to take the first step towards emerging from its Cold War shell.

Today, Sung Kim, a former U.S. ambassador to South Korea and former nuclear negotiator with the North, will lead a USA delegation for a working group with a North Korean delegation at the Ritz Carlton hotel, Sanders said.

Seoul announced last week it was in three-way talks with Pyongyang and Washington for an "early" declaration that the war is over.

The flight was only his second out of North Korea since he assumed power in 2011 after the death of his father, Kim Jong Il.

Exuding confidence, Trump said he has done relatively little formal preparation.

Trump and Kim planned to meet one-on-one for most of an hour- joined only by translators.

It "would instead lay out practical steps with requisite commitments from North Korea that demonstrate that it understands, accepts and is committed to achieving denuclearization as the USA defines it", said Enos, who is also in Singapore to watch the proceedings.

Singapore is one of the few countries that have diplomatic relations with both the USA and North Korea.

North Korea is estimated to have up to 120,000 political prisoners in its sprawling gulag system.

Not a personal insult, but one of the most intimidating of Trump's threats came in August after United States media reported Pyongyang had successfully miniaturised a nuclear warhead to fit into a missile. After shaking hands with Singapore's foreign minister, Kim sped through the streets in a limousine, two large North Korean flags fluttering on the hood, surrounded by other black vehicles with tinted windows and bound for the luxurious and closely guarded St. Regis Hotel.

The meeting was the first between a sitting US president and a North Korean leader.

Bolton's hardline rhetoric last month infuriated North Korea and almost derailed the summit. Libya unilaterally surrendered its nuclear weapons programme in 2003, but its leader, Muammar Gaddafi, was killed in 2011 by NATO-backed rebels.

The US president was accompanied by Secretary of State Mike Pompeo, National Security Adviser John Bolton, White House Press Secretary Sarah Sanders and White House Chief of Staff John Kelly.

But some question why Kim should trust any guarantees given Trump's history of pulling out of accords - most recently the painstakingly negotiated Iran nuclear deal.

Worldwide anticipation for Tuesday's summit between the most unconventional American president in modern times and an autocrat who is perhaps the world's most isolated leader has grown quickly since the summit was put together at a lightning pace over the past few weeks.
