There were no immediate reports of fatalities, said Howard County spokeswoman Karen Spicer.

Videos showing muddy water running through the Ellicott City, which has been the hardest hit by the raging waters, have inundated Twitter.

According to the Baltimore Sun, NWS meteorologist Brian LaSorsa reported about 8 inches fell in Ellicott City over a six-hour period. This is the second major flood in just two years.
