United States offers to help rebuild N Korea economy if it denuclearises

Singapore was chosen as the site for next month's summit between US President Donald Trump and North Korean leader Kim Jong Un because of its neutrality and security, the White House's principal deputy press secretary Raj Shah told journalists.

Speaking to reporters, Pompeo said the U.S. would be "prepared to work with North Korea to achieve prosperity on the par with our South Korean friends".

"We hope this meeting will advance prospects for peace in the Korean Peninsula", the ministry added.

The Mainichi Shimbun's Washington-based correspondent cited U.S. diplomatic sources as saying there was a chance that Mr Xi may meet Mr Trump and Mr Kim in Singapore.

Senior State Department officials traveling with Pompeo said Washington is taking a "new and bold approach", while continuing to consult closely with America's allies, including Japan and South Korea.

Some observers are concerned that South Korea's desire to build peaceful ties with the North may distance it over time from the United States policy of seeking nuclear disarmament at any cost.

"We had good conversations, conversations that involve deep complex problems, challenges, strategic decisions that chairman Kim has before him", Pompeo said.

In spite of an easing of tensions and a return to dialogue in recent months, North Korea has given no indication that it is willing to go beyond statements of broad support the for concept of denuclearization and unilaterally abandon a nuclear weapons program its ruling family has seen as crucial to its survival.

He said its policy was now "to concentrate all efforts into economic progress", but stressed that this had nothing to do with worldwide sanctions imposed on the country.

He described his conversations with Kim as "warm" and said both had tried "our best to make sure that we were communicating clearly and had shared understanding about what our mutual objectives were".

"The first time it was truly an intelligence effort" to validate Kim's intention, said Pompeo, while the second visit is hoping to "put in place a framework", and "conditions" for a successful summit between the two presidents.

But both Kang and Pompeo insisted that they agreed on the need for the "total, complete, permanent and verifiable" denuclearization of the divided peninsula.

Pence said Thursday on NBC News, "In this moment the regime in North Korea has been dealing, as far as we can see, in good faith".

Kim Jong-un has made clear that development is a priority.

The dismantlement of the Punggye-ri nuclear test ground would be a dramatic and symbolic event ahead of North Korea leader Kim Jong Un's summit with Donald Trump next month.
